Massachusetts LCF Program Proposal (2024)

On February 12, 2024 the Massachusetts House introduced H3859 – An Act relative to fuel standards. The House bill, if passed, would direct the Massachusetts department of energy resources to establish a clean fuel standard that requires the “aggregate carbon intensity of transportation fuel providers be reduced by 80 per cent from 1990 levels by 2050.”

During each legislative session since 2015, the Massachusetts senate has introduced an “Act relative to a clean fuel standard.” To date, the legislation has gained little traction. The senate bill under consideration in the 2023-2024 session of the legislature (S.2286) states: “Within one year of the effective date of this act, the Department of Transportation shall promulgate regulations to develop and implement a clean fuel standard.  Said clean fuel standard shall aim to reduce the carbon intensity of transportation fuels, while accounting for the full lifecycle greenhouse gas emissions of all fuels.”

The 193rd Massachusetts legislative session ends January 2, 2025.
