The Washington Clean Fuel Standard (CFS) was implemented in 2023 and requires fuel suppliers to reduce the carbon intensity of transportation fuels to 20% below 2017 levels by 2034. Unique to Washington state is the fact that CFS program implementation is paid for by an annual participation fee.
In 2025, the state legislature passed House Bill 1409 to further strengthen and extend the CFP’s CI-reduction requirements. Ecology will undertake rulemaking for the implementation of these program adjustments in 2026.
