On November 21, 2025, the Clean Fuels Standards Act (HB 2063) was introduced into the Pennsylvania General Assembly. The bill targets a 15% reduction in carbon intensity below a petroleum-only 2005 baseline, no later than 10 years following the promulgation of rules to implement the program. Uniquely, this bill includes both transportation and heating fuels. The bill was referred to the House Committee on Energy on December 3, 2025.
