On January 9, 2025, draft Clean Fuel Standard (CFS) legislation (S1343 and A472) was reintroduced in the New York legislature. CFS legislation had been introduced each of the previous years. The 2023 version of the bill proposed a 20% CI reduction by 2031 while the 2024 proposal targeted a 30% CI reduction by 2032. The 2025 bill, as introduced, steps back to the 20% CI reduction (2023 proposal) but keeps the 2032 target year (2024 proposal).
S1343 passed the Senate on June 11, 2025 but died in the Assembly on January 7, 2026; the bill has been referred back to the Senate where it is under consideration in the Environmental Conservation Committee. Companion bill A472 is under consideration in the Assembly Environmental Conservation Committee.
